Change Management

As public sectors across the Pacific introduce reforms and modern technology to transform and improve government performance and enhance public service, it is worth noting that over 75% of all transformation projects fail to live up to expectations. Why?  Reforms and the adoption of new technology tools mean changes and uncertainty.

Pacific Development consultants are PROSCI certified and have experience in aligning and activating leaders and people across all levels of the organization leading to greater participation in, and earnest adoption of, critical transformation initiatives.

Disaster Risk and Emergency Management

We are located within the geologically active “Ring of Fire”.  Many are also located within the tropical cyclone and typhoon belts. Consequently, our region is exposed to hydrometeorological events such as cyclones, typhoons, floods, storm surges and droughts, and geophysical events such as earthquakes, volcanic eruptions, and tsunamis which poses a significant development challenge to our region.

As observed in Vanuatu during Cyclone Pam (2015) and the more recent twin cyclones Judy and Kevin (2023), a single disaster has the potential to erode many years of economic gains by damaging critical infrastructure, property damages, and loss of livelihoods and services. Scarce resources are diverted towards disaster response efforts thereby disrupting essential government services for months, often years.

Pacific Development consultants have worked and lived through disasters. We understand that emergencies impact communities physically, emotionally and financially. Compassionately, we apply our local knowledge and global expertise to help our communities prepare, recover and rebuild a better and more resilient future.

Monitoring and Evaluation

In Hawai’i there is an old saying ‘A‘ohe pau ka ‘ike i ka hālau ho‘okahi (All knowledge is not learned in just one school). In other words, one can learn from many sources. International development projects are complex and require a 360 perspective. Projects are often multi-stakeholder driven, requiring a deep knowledge of the sector, and the need to tap into other knowledge domains to strengthen insight generation for sustained execution - not just shapeless epiphanies.

Pacific Development M&E consultants provide specialized advice and meaningful insights by helping development agencies and government track their progress towards specific goals.  We use a combination of surveys, interviews, focus groups, and other evidence-based gathering techniques to measure the impact of programs and strategies. We go the extra mile to make sure we do not leave any stones unturned to ensure program accountability and improve program effectiveness.

Where we serve our clients:

  • Benchmarking

  • Capacity building

  • Data visualization

  • Impact evaluation

  • Need assessment

  • Outcome evaluation

  • Process implementation and evaluation
