Lauro is co-founder and managing partner of Pacific Development.  He kama’aina o ka Pakipika, Lauro formed Pacific Development with visions of a Pacific region led by progressive leadership that provide opportunities for every Pacific Islander in a safe, equitable, inclusive, and healthy population setting.​

Lauro is a certified Project Management Professional (PMP) and has a Bachelor of Science, Major in Computer Science from the University of Regina (Canada) and an Executive MBA from the University of Warwick (England).​

A highly-action oriented senior consulting executive with multi-disciplinary industry experience and in-depth global perspective, Lauro’s wide market knowledge, strong analytical skills and technical expertise combined with his well-honed management facilitation and communication abilities enable him to deal effectively with a wide range of business and technical challenges. ​

He is an accomplished executive, taken on leadership roles at IBM, Gartner, and just most recently, at Accenture prior to coming home to the region to form Pacific Development. He is a recognized expert, most notably in health, social protection, trade facilitation, border services, public finance, and information and communications technology. His gilt-edge international experience as strategic advisor to national and local governments is founded on his in-depth experience in leadership, diplomacy, management consulting, stakeholder management, project management, and change management​

The co-founder’s proven track record in global development with his natural ability to build strong and lasting relationships with governments and development partners has earned him a reputation of a transformational, yet practical, change leader.​

Lauro sits on private and public boards and committees, including as Honorary Advisor for PHIN (the Pacific Heath Information Network) providing guidance to leaders of 23 Pacific Island countries and territories on their digital health initiatives.​

Lauro is a musician that plays the ukulele and percussion drums. He is passionate with his wood artistry, architecture design, and home renovations. When he finds time and the weather is not too gnarly, you can find him sailing, kitesurfing, and fishing.​
